Free Bradley Manning

We are holding the vigil all day on Saturday, any time of day, on the sidewalks between 4th and 14th streets on Metropolitan Avenue in Leavenworth, Kansas.



We have a park permit from the city for the use of Bob Dougherty Park, second street at Dakota. We have a sound amplification permit from the city. We have informed the city police department of our plans at the park and along Metropolitan avenue. We have arranged for sound equipment, the use of which is being donated by a local activist. We have arranged for port-o-lets. Another activist is paying for them. We have arranged for a pavilion tent for the medical team, and we're bringing in water, gloves, and first aid gear. We have several dozen copies of the constitution/bill of rights for activists to have and share with local police if desired. We were sent several dozen whistles by Code Pink and none of them are pink. We have several dozen posters, several hundred orange stickers, several dozen fliers, and one banner from BradleyManning.org. We are working on a final speaker schedule.



We are personally suggesting that persons wishing to participate in the vigil consider taking up spots along Metropolitan Avenue between 4th street and 14th street, either north or south of the road (which is also a state and US highway) on the sidewalks any time on Saturday 4 June. You do not need a permit to be on the sidewalk. The city police said you don't need a permit to be on the grassy verge between the sidewalk and the street. They say that if you cross onto the property north of the northern sidewalk, you are trespassing on the fort, and subject to arrest. If you don't wish to participate in the rally, but wish to show your support in person, the vigil can go all day, and as long as you wish.



It is a short walk from Bob Daugherty park at 2nd and Dakota to 4th and Metropolitan. If you get tired of the speakers, that's where I'd head.

10 Technologies that Revolutionized Libraries Worldwide

Libraries form an essential component of human society — they educate, they enlighten, they entertain. But, most importantly, they bring together members of the community in order to keep intellectualism and innovation flowing. And in order to stay relevant, libraries have to open themselves up to emergent technologies, discovering creative ways to apply them in the service of the people. Plenty more than these 10 exist of course, but this list seeks to capture some of the more notable ones throughout all of recorded history — regardless of whether or not they have fallen out of fashion.


  1. Written Language: After humanity's transition from oral tradition to written, it makes sense that such an evolution would eventually give rise to vast literary repositories. Libraries unearthed in Egypt and Mesopotamia, specifically the former Sumerian empire (most notably Nippur), may very well be the oldest known to archaeology thus far. Ugarit, as of 1200 BCE, boasted what history generally accepts as the first private libraries. Along with other ancient libraries, these wondrous institutions archived thousands of clay tablets — usually written in cuneiform — covering a wide range of political, academic, economic and literary subjects.


  2. Scrolls: Successor to clay tablets and predecessor to books, scrolls marked the next stage in library evolution. First used by the ancient Israelites, Egyptians and Latins, they afforded readers a higher degree of portability and writers a far more lengthy conduit. Scrolls began life as parchment or papyrus rolls, although the Israelites were recorded as using the skins of kosher animals as well. Other animal hides would gradually work their way into the technology over time. Each civilization and region boasted its own unique technological and aesthetic details.


  3. Paper: Considering paper still enjoys wide use today, one can easily label it an integral library technology. Its ancient roots trail all the way back to before the Han Dynasty, though that particular era marked the first formalized process. Cai Lun, a eunuch, created this technique using macerated hemp leftovers, mulberry, fishnets, rags and any other fibers he could acquire. Hundreds of years before that, however, the ancient Chinese were using paper products for correspondence, wrapping, making tea and padding delicate objects for transport — but making it proved difficult. Trading allowed for Cai Lun's brand new papermaking strategies to spread throughout the country before eventually creeping into the rest of the world.


  4. Binding: Like paper, bookbinding came about during ancient times and continues on into the present — making it an obvious library mainstay! The earliest strategies date back to India, where crafters would write on leaves (usually palms), dry them, rub on some ink, then thread them together carefully. Content was generally religious in nature. Over time, the technique took on more steps and encompassed a broader range of materials, including paper, animal skins (most notably leather), board and plenty more. And, obviously, began to spread worldwide from its Indian origins thanks to the travels of Buddhist monks. Asia enjoyed books while European and North African empires still kept libraries full of scrolls.


  5. Dewey Decimal Classification: The Dewey Decimal Classification (DDC) was by no means the first library classification system. Nippur, the Royal Library of Alexandria and other ancient institutions were all known to have their own methods of cataloging and tracking their holdings. However, Melvil Dewey's handy little system has endured as the standard, now used in over 200,000 libraries spanning 135 different nations. Developed in 1876, it divides the entirety of literature into 10 categories, further divided into subcategories denoted by the eponymous mathematical mark. Since its inception, DDC has undergone 22 major rounds of edits. The Online Computer Library Center (OCLC) currently owns the trademark after purchasing it in 1988, enjoying the honor of being the governing body responsible for publishing revisions and new editions.


  6. Audiobooks: Audiobooks date back to the spoken word albums of the 1930s. Typically relating plays rather than novels or other longform fiction, they could be found in libraries and schools for perusal. In 1931, the United States Congress created Books for the Adult Blind Project, and The American Foundation for the Blind commissioned and contributed recordings a year later. However, it wasn't until the 1980s when audiobooks really hit the big time. Many, if not most, libraries at that point still kept them on hand for visually impaired patrons, but the swelling trend allowed them a wider selection from which to choose. Now available in multiple formats, usually CD or MP3, the thousands of audiobooks out there form an integral cornerstone in making the library even more accessible to differently-abled visitors.


  7. Barcode Scanners: Both barcodes and barcode scanners greatly expedited the check in/check out process. It allows library staff to run the most efficient institution possible, thus granting both themselves and patrons alike an overall improved experience. When hooked up to a computer system, barcode readers play an integral role in cataloging holdings, be they on the shelves, in a visitor's care, out for a bit of repair or missing entirely. Prior to the barcode's inception around 1948 and readers in the 1960s and 1970s, libraries (not to mention grocery stores and retail outlets) utilized punch cards, notebooks and other measures to keep items cataloged.


  8. Computers: Even beyond making cataloging and interlibrary communication a comparative breeze (not to mention a great way to save on paper), computers changed the beloved social cornerstone forever. Most systems sport at least one branch equipped with a computer or two for public use. Such a feature greatly helps students with their homework, the homeless communicate with potential job prospects and those unable to afford computers work on their taxes — among other perks, of course. Libraries fortunate enough to boast at least one lab will oftentimes use them to host classes, oftentimes for free or a very small fee. These may revolve around teaching the elderly some basic skills, training parents and kids about staying safe online, helping professionals and students master different programming techniques or software needed to get ahead and plenty more. As a leading repository of knowledge and education, it makes sense that libraries across the globe would embrace computers in order to diversify their potential.


  9. Internet: Along with computers, the internet has spectacularly assisted libraries in reaching out the community in even more amazing ways. Even something as simple as a website connects the citizenry with the holdings, allowing them a chance to save time (and gas!) when searching for a specific read. The more financially blessed libraries out there might be able to include include games, homework help, an "ask a librarian" feature, reading lists, classes, fun quizzes, free classes, contests, downloadable legal forms and plenty more seriously cool resources on their websites. In order to better serve visually impaired patrons, those with the bandwidth oftentimes provide audiobooks for downloading.


  10. Ebook Readers and Tablet Computers: Considering how rapidly ebook readers (Nook, Kindle, etc.) and tablet computers (iPad, PlayBook, etc.) captured consumer interest, it probably comes as no surprise that many libraries have also embraced the hot new technology. While most probably can't afford to purchase and rent these items out, they can alter their catalogs to accommodate them. In order to save precious shelf space, many allow patrons to download electronic versions of popular reads. Once again, digital devices provided libraries with a great way to expand what they can do for the community at large, building bridges and opening up the populace to new ideas and insights.

SAN FRANCISCO — When people had only one or two computers, file sharing wasn’t a big worry.

Now, gaining access to personal files is a chore for people who own an arsenal of computers, smartphones and tablets.

The annoyance of e-mailing documents to themselves or saving their work to a thumb drive has given new life to an old idea — online storage. People simply save their Word documents, spreadsheets and photos in “the cloud,” a Web-based file cabinet accessible from any device that has an Internet connection.

A number of companies focused on online storage are quickly gaining users and attention. New investment is driving a boomlet in the niche business, adding to an already lengthy list of competitors: Dropbox, YouSendIt.com, Cx.com, Box.net, 4Shared and SpiderOak. Apple may do something similar with its iCloud service, to be introduced on Monday.

Google began acclimating people to the notion of storing documents in the cloud with its Google Docs feature in 2005.

And online backup or storage services like MobileMe from Apple, Windows Live SkyDrive from Microsoft, Mozy from EMC and SugarSync are now familiar. What’s changed is that more people have discovered a need for them.

Aaron Levie, chief executive of Box.net, an early online storage company based in Palo Alto, Calif., said that the increased adoption of mobile devices and ubiquity of online connections had created a bigger need for companies like his.

Nearly 60 percent of adults with online access own at least two Internet connected devices, according to Forrester Research. Just under 3 percent, or 4.5 million people, have at least nine different gadgets. If that seems to be a lot, think about this: a person may have a home computer and a work computer, and other members of the family may each have computers. Then count smartphones and tablets, and it’s not hard to get to a large number of machines.

“It just sort of clicked,” Mr. Levie. “There ended up being a tremendous amount of interest.”

“Our vision is to simplify millions of peoples’ lives,” said Drew Houston, chief executive of Dropbox, where 25 million users upload files at the rate of 300 million a day. “You don’t have to worry that you have some files on your Mac, some stuff on your work computer and then some more on your iPhone.”

A growing number of people believe him. Dropbox stores 100 billion files on its servers. Box.net says it has six million users while Mozy says it has three million.

Meanwhile, storage companies benefit financially from a constant decline in costs as servers and data storage devices get cheaper each year. Leasing server space is five to eight times cheaper than when Box.net started in 2005, Mr. Levie said.

The sales pitch for online storage is that it lets users make changes to a Word file, for example, so that there is a single version available from both their work and home computers. It is a process known as synchronization, or sync for short. Users can also collaborate on a documents with colleagues or share video clips and photos with friends.

Many online storage services let users store a minimal amount of data free of charge. For more space, users pay up to $20 a month. (Dropbox gives users who enlist more customers additional storage.) Saved files are accessible from any Internet connected device.

Backing up files is a side benefit. Users no longer risk losing their children’s photos if they forget their mobile phone in a cab or their homework if their hard drive crashes.

George Hamilton, an analyst with Yankee Group, said that online storage largely appealed to tech-oriented consumers, although it has been gaining more mainstream adoption recently.

But one thing still gives most consumers the willies: security. While there are no known cases of purloined or exposed documents on these services, well-publicized hackings and thefts at big companies like Sony, RSA Security and the e-mail marketing firm Epsilon Data Management worry the late adopters. “I wouldn’t want to put anything with a Social Security number on a cloud-based storage service,” said Mr. Hamilton.

A security expert did recently complain to the Federal Trade Commission about how Dropbox encrypted files on its service. Dropbox’s employees could get access to unencrypted files, he said, and he accused the company of failing to disclose this.

Mr. Houston called the criticism a “rite of passage” and emphasized that Dropbox takes security very seriously, including prohibiting employees from rooting through user files. However, the company, like any other, must turn over data if it is legally required to do so.

In general, Dropbox likens its protections to what banks and the military use. Files saved with Dropbox are encrypted during transmission to Amazon.com’s servers, which the company leases. After reaching their destination, those files are divided into discrete blocks, no bigger than a few megabytes. Those blocks are then individually encrypted in storage.

Mr. Houston says he saves nearly everything to Dropbox including copies of his driver’s license and passport.

“I have five or six laptops, and they are totally interchangeable,” he said.

The field is flooded with competitors in part because no one company has a clear advantage in the market, which spans both consumers and business customers.

Two months ago, Amazon introduced Cloud Drive for storing all kinds of files, including digital music. Cx.com, another service, premiered in January with financing from TomorrowVentures, a venture capital company controlled by Eric E. Schmidt, Google’s chairman and former chief executive.

Brad Robertson, chief executive of Cx.com, which has around 200,000 users and which is free as it tests its service, said he was not intimidated by all the competition. Focusing on security will help set his company apart from rivals, he said.

“If you take search or e-mail, or any feature where you have new products in the marketplace, you have a while before each one finds its uniqueness,” said Mr. Robertson, whose company is based in Palo Alto, Calif. He acknowledged that eventually “some get gobbled up and go away.”

Know Nothings in the US Government

LAST October, I won the Nobel Prize in economics for my work on unemployment and the labor market. But I am unqualified to serve on the board of the Federal Reserve — at least according to the Republican senators who have blocked my nomination. How can this be?

The easy answer is to point to shortcomings in our confirmation process and to partisan polarization in Washington. The more troubling answer, though, points to a fundamental misunderstanding: a failure to recognize that analysis of unemployment is crucial to conducting monetary policy.

In April 2010, President Obama nominated me to be one of the seven governors of the Fed. He renominated me in September, and again in January, after Senate Republicans blocked a floor vote on my confirmation. When the Senate Banking Committee took up my nomination in July and again in November,  three Republican senators voted for me each time. But the third time around, the Republicans on the committee voted in lockstep against my appointment, making it extremely unlikely that the opposition to a full Senate vote can be overcome. It is time for me to withdraw, as I plan to inform the White House.

The leading opponent to my appointment, Richard C. Shelby of Alabama, the ranking Republican on the committee, has questioned the relevance of my expertise. “Does Dr. Diamond have any experience in conducting monetary policy? No,” he said in March. “His academic work has been on pensions and labor market theory.”

But understanding the labor market — and the process by which workers and jobs come together and separate — is critical to devising an effective monetary policy. The financial crisis has led to continuing high unemployment. The Fed has to properly assess the nature of that unemployment to be able to lower it as much as possible while avoiding inflation. If much of the unemployment is related to the business cycle — caused by a lack of adequate demand — the Fed can act to reduce it without touching off inflation. If instead the unemployment is primarily structural — caused by mismatches between the skills that companies need and the skills that workers have — aggressive Fed action to reduce it could be misguided.

In my Nobel acceptance speech in December, I discussed in detail the patterns of hiring in the American economy, and concluded that structural unemployment and issues of mismatch were not important in the slow recovery we have been experiencing, and thus not a reason to stop an accommodative monetary policy — a policy of keeping short-term interest rates exceptionally low and buying Treasury securities to keep long-term rates down. Analysis of the labor market is in fact central to monetary policy.

Senator Shelby also questioned my qualifications, asking: “Does Dr. Diamond have any experience in crisis management? No.” In addition to setting monetary policy in light of a proper understanding of unemployment, the Fed is responsible for avoiding banking crises, not just trying to mop up afterward.

Among the issues being debated now is how much we should increase capital requirements for banks. Selecting the proper size of the increase requires a balance between reducing the risk of a future crisis and ensuring the effective functioning of financial firms in ordinary times. My experience analyzing the properties of capital markets and how economic risks are and should be shared is directly relevant for designing policies to reduce the risk of future banking crises.

Instead of going to the Fed, however, I will go about my congenial professional existence as a professor at M.I.T., where I have taught and researched since 1966, and I will take advantage of some of the many opportunities that come to a Nobel laureate. So don’t worry about me.

But we should all worry about how distorted the confirmation process has become, and how little understanding of monetary policy there is among some of those responsible for its Congressional oversight. We need to preserve the independence of the Fed from efforts to politicize monetary policy and to limit the Fed’s ability to regulate financial firms.

Concern about the (seemingly low) current risk of future inflation should not erase concern about the large costs of continuing high unemployment. Concern about the distant risk of a genuine inability to handle our national debt should not erase concern about the risk to the economy from too much short-run fiscal tightening.

To the public, the Washington debate is often about more versus less — in both spending and regulation. There is too little public awareness of the real consequences of some of these decisions. In reality, we need more spending on some programs and less spending on others, and we need more good regulations and fewer bad ones.

Analytical expertise is needed to accomplish this, to make government more effective and efficient. Skilled analytical thinking should not be drowned out by mistaken, ideologically driven views that more is always better or less is always better. I had hoped to bring some of my own expertise and experience to the Fed. Now I hope someone else can.

JERUSALEM — Israeli forces fired at protesters on the Syrian frontier on Sunday after protesters tried to breach the border for the second time in three weeks.

Wave after wave of Syrian and Palestinian protesters from Syria approached the frontier with the Israeli-controlled Golan Heights. Israeli soldiers opened fire at activists who crossed a newly dug trench and tried to breach the border fence near the Golan town of Majdal Shams.

The Syrian news agency SANA reported that 19 protesters were killed and more than 270 were wounded. Citing the director of a Syrian hospital in the border town of Quneitra, the agency said that two of the dead, aged 19 and 29, had been shot in the chest and the head respectively.  

An Israeli military spokeswoman, speaking on condition of anonymity under army rules, said that “despite numerous warnings, both verbal and later warning shots in the air, dozens of Syrians continued to approach the border.”

She said the soldiers tried to disperse the crowds with non-lethal means, including teargas, but that did not deter them. The Israeli forces were “left with no choice,” she said, “but to open fire at the feet of the protesters in order to deter them from further actions.”

In the West Bank, there were clashes between Israeli soldiers and scores of Palestinian youths who tried to march on the Qalandia checkpoint, the main gateway between Ramallah and Jerusalem. Some of the youths had slingshots and hurled stones at the soldiers. The soldiers fired tear gas and, according to some reports, rubber bullets.

But the borders with Gaza, Lebanon and Jordan were quiet as governments there prevented protesters from reaching the frontier.

Conversely, the thousands of protesters at the Syrian border, which cannot be approached without government acquiescence, appeared to reflect a calculated strategy to divert attention from the uprising there. President Bashar al-Assad, who is facing the greatest challenge to his family’s rule in four decades, also opened the border three weeks ago; four Syrian protesters were killed then.

Prime Minister Benjamin Netanyahu blamed “extremist elements” for trying to break through Israel’s borders.

“We will not allow them to do so,” he said at the weekly cabinet meeting on Sunday, adding, “I have instructed the security forces to act with determination, with maximum restraint, but with determination to maintain our sovereignty, our borders, our communities and our citizens.”

In Gaza, only a few dozen Palestinians tried to walk to the Erez checkpoint on the border with Israel, but Hamas forces stopped them well before the crossing and they dispersed peacefully.

Israel had braced for clashes after Palestinian activists in the region called for protest marches on Sunday to mark the anniversary of the June 1967 Middle East war, which Palestinians call the “naksa,” or setback. The Golan Heights, the West Bank and Gaza were among the territories Israel captured in that war.

There were also calls for Palestinians in Lebanon to march at the Israeli border, but activists there canceled those plans after the Lebanese authorities declared the border area a closed military zone.

The confrontations on Sunday echoed the events of May 15, the day Palestinians mark as the “nakba,” or catastrophe, of Israel’s establishment in 1948. Taking a cue from the so-called Arab Spring movement, organizers in multiple countries and territories called for a coordinated action against Israel, and huge crowds of Palestinians responded.

They clashed with Israeli troops on four fronts, and breached the border between Syria and the Golan Heights for the first time in more than 30 years. At least 14 protesters from Lebanon and Syria were killed, stoking outrage in Palestinian camps across the region and intensifying pressure on Israel to create the conditions for a return to peace talks.

The Israeli military had been preparing for a repeat of the May 15 protests, and Israeli television reports showed soldiers repairing and fortifying fences and bulldozers digging trenches and laying barbed wire along the borders in the north.

On Saturday, Palestinian officials signaled another possible source of pressure on Israel, saying they would accept a French proposal to attend a peace conference in Paris next month with the aim of restarting negotiations based on the broad principles laid out by President Obama last month.

Mr. Obama said that talks should be for a future Palestinian state based on the 1967 lines with mutually agreed land swaps. He also suggested that talks should focus first on the issues of borders and security, and deal later with the contentious issues of the status of Jerusalem and the fate of Palestinian refugees of the 1948 war and their descendants.

The Palestinian president, Mahmoud Abbas, said that in principle, the French proposal was acceptable. He told the Reuters news agency on Saturday that under the plan, neither Israel nor the Palestinians would carry out “unilateral actions.” The Palestinians have demanded a freeze in Israeli settlement building, while the Israelis oppose Palestinian plans to bypass negotiations and seek recognition for statehood at the United Nations this fall.

There has been no public response to the French plan from the Israeli side, but Israel has previously rejected talks based on the 1967 lines. Moshe Yaalon, the minister for strategic affairs in the Israeli government, told Israeli television on Saturday that Israeli leaders would discuss the French proposal this week.

In a sign of growing frustration in Gaza, travelers tried to force their way through a crossing on the border with Egypt that was temporarily closed Saturday, a week after the new Egyptian government declared it open permanently in a move hailed by Palestinians as an end of the Israeli-led blockade of the coastal enclave.

Officials of Hamas, the Islamic militant group that rules Gaza, said they had not been told in advance about the closing. Egypt said it was a result of delays in renovation work that should have been completed on Friday.

Dozens of Palestinian travelers gathered in front of the closed gate leading to the Egyptian side of the crossing in the morning. Peering through barbed wire next to the gate, they realized that it would be impossible for buses to pass through because of the work on the other side. After waiting for three hours, the travelers forced open the gate and entered the Egyptian section. The Egyptian police persuaded them to return peacefully.

After Hamas took full control of Gaza in 2007, Israel responded by cutting off the territory, and Egypt kept the crossing mostly closed. In June 2010, President Hosni Mubarak of Egypt ordered the crossing to reopen on a regular basis, but conditions for travel remained tightly restricted. The border was sealed again in January, when Egypt was rocked by protests that eventually ousted Mr. Mubarak.

The re-opening of the crossing last Saturday was seen as a sign of a new approach, giving Gazans a gateway to the world that bypassed Israel. But complications have already emerged. By Tuesday, Hamas officials were complaining that the movement of travelers was being limited and that dozens had been returned from the Egyptian side.

Over the past few years, in conditions of strict secrecy, a multinational team of scientists has been making a mighty effort to change the light bulb. The prototype they’ve developed is four inches tall, with a familiar tapered shape, and unlighted, it resembles a neon yellow mushroom. Screw it in and switch it on, though, and it blazes with a voluptuous radiance. It represents what people within the lighting industry often call their holy grail, an invention that reproduces the soft luminance of the incandescent bulb — Thomas Edison’s century-old technology — but conforms to much higher standards of energy efficiency and durability. The prototype is supposed to last for more than 22 years, maybe as long as you own your house, so you won’t need to stock up at the supermarket. And that’s fortunate, because one day very soon, traditional incandescent bulbs won’t be available in stores anymore. They’re about to be effectively outlawed.

As a consumer product, light bulbs belong to what one industry executive calls a “low-thought category,” and yet, of late, they’ve become a surprising flash point. Conservatives like Rush Limbaugh have denounced the “light-bulb ban” — actually, a new set of federal efficiency regulations that the traditional incandescent can’t meet — as a symbolic case of environmentalist overreaching, and Michele Bachmann invoked it in the Tea Party’s response to the State of the Union. Wherever your political sympathies lie, you may have found yourselves nodding along with Representative Joe Barton, a Texas Republican who has lambasted the harsh glare given off by those “little, squiggly, pigtailed” compact fluorescents. When it comes to making light, a fundamental necessity of human civilization, libertarians and aesthetes are joined in an unlikely alliance. Environmental groups say the complainers are a cranky minority — that consumers will eventually get used to new light — but those in the illumination business can’t afford to be so sanguine. And that is why, inside a drab Silicon Valley office building belonging to a company called Lumileds, some of the industry’s most brilliant minds are plumbing the mysteries of light on an atomic level, working to devise the bulb of the future.

Lumileds, a subsidiary of the Dutch conglomerate Royal Philips Electronics, specializes in the manufacture of light-emitting diodes (L.E.D.’s), tiny semiconductor chips similar to the ones you’d find within your computer, except that they turn electricity into photons instead of information. Behind the walls of the company’s hermetically clean manufacturing facility, technicians wearing white jumpsuits, puffy caps and rubber gloves work at enormous humming reactors, combining various gases at 1,000 degrees centigrade to “grow” the crystalline substance that forms the critical element of L.E.D.’s.

Philips created its L.E.D. bulb to compete for the L Prize, a government-sponsored award meant to encourage the development of a replacement for the 60-watt incandescent before the new standards begin to go into effect in January. Traditional incandescents are extremely inefficient, giving off 90 percent of their energy as heat, not light, and over the years, the government and the lighting industry tried to move consumers on to products like halogens and compact fluorescents. But no amount of subsidy or “green” branding has managed to woo consumers away from Edison’s bulb. “Not only is it in alignment with the type of light that consumers like,” says David DiLaura, author of “A History of Light and Lighting.” “It’s commoditized and it’s cheap.”

So some years ago, Philips formed a coalition with environmental groups including the Natural Resources Defense Council to push for higher standards. “We felt that we needed to make a call, and show that the best-known lighting technology, the incandescent light bulb, is at the end of its lifetime,” says Harry Verhaar, the company’s head of strategic sustainability initiatives. Philips told its environmental allies it was well positioned to capitalize on the transition to new technologies and wanted to get ahead of an efficiency movement that was gaining momentum abroad and in states like California. Other manufacturers were more wary, but they also understood the downside to selling a ubiquitous commodity: the profit margin on a bulb that sells for a quarter is negligible. After much negotiation, the industry and environmental groups agreed to endorse tightening efficiency by 25 to 30 percent.

A bipartisan bill passed Congress with little notice in 2007, but protests have mounted as the phaseout nears, and lighting companies need to prove to the public that efficient products can also be easy on the eye. “The morality of the global threat” is one way to push people toward more-efficient lighting, Verhaar says. “But I think that a larger number of people are going to be mobilized based on the lighting benefits.”

“Roughly three-quarters of the four billion light sockets in the United States still have this inefficient, 130-year-old product,” says Noah Horowitz, senior scientist at the N.R.D.C. Filling those billions of sockets represents not just a technological challenge but also an opportunity the industry hasn’t encountered since Edison first flipped a switch.

The notion of
light as a thoughtless commodity would have seemed fanciful to our distant ancestors. Before electricity, light was expensive, a product of exhaustible sources like whale oil. It was Edison who finally took it to the masses in limitless quantities. On Dec. 31, 1879, the inventor invited a crowd of thousands to his laboratory in Menlo Park, N.J., to witness a demonstration of his fantastic innovation, described in a patent as an “electric lamp for giving light by incandescence.” Building on the experimentation of others, Edison had devised a practical method for generating illumination by running a current through a rudimentary filament — a carbonized strip of cardboard — encased inside a vacuum-sealed glass bulb. When the inventor lighted the lamp, it glowed orange, “like the mellow sunset of an Italian autumn,” a contemporary newspaper said.

Almost immediately, though, there were complaints. Some detractors saw electric light as unnatural and reddish, lacking the comforting attributes of a gas flame. But with further refinements — the cardboard filament was replaced by bamboo, and later tungsten — quality improved. At first, bulbs were fairly expensive: in 1891, one went for 44 cents, more than $10 when adjusted for inflation. But Edison accurately predicted that costs would plummet as electricity vanquished all competing technologies.

After that, advancement in home lighting more or less came to a halt. A century ago, incandescent lamps with tungsten filaments lasted about 1,000 hours (same as today’s), were only slightly dimmer and sold in the familiar varieties of 40, 60 and 100 watts. Edison didn’t worry about how many watts they consumed; after all, he also owned an electric company. Efficiency wasn’t an issue until the energy crisis of the 1970s, which inspired compact fluorescents, but they went over poorly and never made much of a dent in the incandescent’s market domination.

The compact fluorescent’s failings were a matter of price — the first ones sold for $25 to $35 a bulb — and taste. American consumers seem to prefer incandescence, for reasons connected to the science of light. “What we term ‘light’ does not exist without the human eye — it’s just radiation,” says Nadarajah Narendran, a professor at the Lighting Research Center at Rensselaer Polytechnic Institute. “Your eye is a detector that senses this energy coming to it at different wavelengths.” Those wavelengths are perceived as colors. Natural light combines all the colors of the visual spectrum. When people complain that fluorescent light is cold, what they’re really describing is an overload of radiation at the bluish wavelengths.

“I don’t think it’s cultural; I think it’s much deeper than that, that our reaction to long-wavelength light is warm and short-wavelength light is cold,” David DiLaura says. Humans don’t see all wavelengths equally well; DiLaura says the eye’s “sensitivity curve” is adapted to the spectral composition of light on the African savanna. The light that surrounds us can have psychological and physical effects. Research has suggested that altering wavelengths can affect students’ attention and that patients on the south side of a hospital, which gets more light, recover more quickly than those on the north. So it’s hardly surprising that the incandescent phaseout has prompted a visceral reaction.

Boosters say L.E.D.’s can be calibrated to create light that’s just as good as — maybe better than — natural. They have long been used for low-intensity applications, like the digits on your microwave, but it was only about a decade ago that a cadre of physicists began to awaken the industry to their wider potential. Roland Haitz, a scientist associated with Lumileds, argued that just as computer chips were becoming exponentially more powerful, L.E.D.’s were getting brighter and cheaper at a predictable rate, a proposition now known as Haitz’s Law. Transitioning to L.E.D.’s, Haitz forecast, would cut the amount of electricity used for lighting by more than 50 percent worldwide, eliminating some 200 million tons of carbon emissions a year.

Individual L.E.D.’s come in precise wavelengths — gradations of red, green, blue and so on — and can be combined to appeal to the way the eye assimilates light. Inside Philips’s L Prize bulb, 24 red and blue L.E.D.’s are divided into four quadrants and covered by a curved yellow shell. When they are turned on, they send a stream of red and blue photons through the casing, which contains a phosphor that converts some particles to yellow, and they mix to create white light that looks nearly identical to incandescent. The bulb runs on less than 10 watts of electricity.

Much of the crucial basic research behind the bulb was done by a specialized group of about 40 Lumileds scientists. They continually work to improve the L.E.D. performance by experimenting with the closely guarded “recipe” used to cook up the diodes by combining molecules of indium, gallium and nitrogen. “The material system is not very well understood,” says Ted Mihopoulos, who heads the department. Minuscule changes in temperature inside a reactor can yield significant variations in color and brightness. People sometimes say that L.E.D.’s are like diamonds; no two are exactly alike. When the time came to build an L Prize prototype, Mihopoulos said he culled the 24 brightest diodes from his lab’s private stash.

“The L Prize is the Rolls-Royce,” Christoph Hoelen, one of the bulb’s lead developers, says. “Then the question beyond that is, how do you make a good car that is affordable?” Philips recently brought out the AmbientLED, a clunkier version of its competition design, which Hoelen called his Honda. It incorporates fewer L.E.D.’s and is a bit dimmer and less efficient, but it’s still as bright as a 60-watt incandescent, and it is advertised to last 17 years. The bulb’s affordability is relative, though. At the Home Depot closest to Lumileds, I saw the AmbientLED marked at $39.97.

If Haitz’s Law holds true, that price will come down, but persuading consumers to pay even a fraction of it for a light bulb is going to require a serious marketing effort. “It’s a different sale than we’re used to,” said Ed Crawford, a top executive in Philips’s lighting division. Over lunch at its corporate offices in Somerset, N.J., near Edison’s old lab, Crawford told me he started out with the Philips subsidiary Norelco, retailing electric razors. “The sale is really the same,” he said. “You can buy a razor for a dollar that you can use to shave your face — or you can buy an appliance.” An AmbientLED will last as long as an electric razor, and while that means Philips will be giving up many disposable-bulb sales, the comparatively high prices (and 20 to 30 percent margins) currently prevailing in the L.E.D. marketplace will make the tradeoff extremely profitable, at least in the short term.

The key for the industry will be getting the price below $10, generally considered the magic number for consumers, without compromising quality. Many leading L.E.D. manufacturers doubt that is feasible in the near term and have decided to focus on developing light sources for commercial settings like stores and hotels. With the phaseout, homeowners should initially move to hybrid halogen bulbs, a transitional product that only barely meets the new regulations, and compact fluorescents. But the industry is well aware that the alternatives are polarizing — Crawford said his own wife won’t allow fluorescents into their home — and that’s why so much R. and D. is going into L.E.D.’s and programs like the government’s L Prize.

The prize is $10 million, but the real reward will come in the form of bragging rights and federal procurement contracts. For now, only one other company, the Florida-based Lighting Science Group, has produced a prototype that claims to meet the contest’s stringent performance criteria, and testing is ongoing. “The idea here was, Let’s set a very high standard,” says Senator Jeff Bingaman, a Democrat who was responsible for putting the L Prize program into the 2007 lighting-efficiency legislation.

Switching to new technologies, advocates claim, will save as much electricity each year as is consumed by all the homes in Texas. Opponents of the new regulations, however, question the projected environmental benefits, pointing out that lighting accounts for less than 10 percent of total U.S. energy consumption. In March, Bingaman convened a Senate committee hearing on the new standards. Two Republicans, Rand Paul of Kentucky and Jim Risch of Idaho, used the occasion to denounce free-market infringement. Paul pressed Kathleen Hogan, a D.O.E. official, to say whether she was pro-choice before going off into a long disquisition on liberty. “I find it really appalling and hypocritical . . . that you favor a woman’s right to an abortion but you don’t favor a woman or a man’s right to choose what kind of light bulb,” Paul said. “I really find it troubling, this busybody nature.”

Later, the committee heard from a panel of experts, including Howard Brandston, a former professor at R.P.I.’s Lighting Research Center. Brandston’s résumé includes everything from theater work to illuminating the Statue of Liberty, but lately he has become the Paul Revere of the movement to save the light bulb, giving speeches to industry conferences and a Tea Party rally in front of the White House. In his testimony, he warned of potential problems with compact fluorescents, which contain trace amounts of mercury. “Some of the most knowledgeable people I know,” Brandston said, “have begun to stockpile a lifetime supply of incandescent lamps.”

A few weeks later, Brandston showed me his own hoard, in the basement of his handsomely lighted farmhouse in upstate New York. “This is the world’s greatest marketing scheme,” he said. “You get the government to ban the competition.” A slight man with an air of gray-bearded grandiloquence, Brandston contends that his root objection to the law, which he calls “immoral,” is connected to his professional appreciation of incandescence, which mimics the natural spectrum. “It’s what we grew up with — it’s sunlight,” Brandston told me earlier on the phone.

Joined by Kevin Simonson, a former student, we went out to Brandston’s garage workshop, where he had set up a spectrometer above a table with three light sockets. Brandston turned on one socket, which contained an incandescent, and a readout appeared on the laptop that was hooked to the spectrometer: a smooth bell curve across the visual spectrum, running from blue on the left to red on the right. Then he switched to a compact fluorescent, and an ugly pattern of spikes appeared. “If you can live with that, O.K.,” Brandston said with a huff. “But what you’ve done is you’ve taken away my choice.”

From my bag I retrieved a Philips L Prize entry, which had been burning agreeably in my office for weeks. Brandston looked at the yellow thing skeptically — he’d told me he considers L.E.D.’s “a fad” — and screwed it into a socket. The bulb gave off a lustrous white light, but the computer readout showed a spectral composition very different from the incandescent’s: a little bit of blue, more green and yellow and a tall peak of red — a combination engineered, according to Lumileds scientists, to the eye’s sensitivities.

“That’s not bad,” Simonson said. But Brandston remained stubbornly unimpressed. “It lacks the vibrancy,” he said, and he began to seek out faults, finding that the bulb took on a sickly green hue when it was dimmed. Anyway, the whole project seemed absurd to him: why create a technological marvel just to reproduce the light we already have? When Brandston turned on the incandescent, he beamed with satisfaction at Edison’s warm and wasteful glow. “Look at that,” he said. “It’s a perfect thing.”

Climate Change and Agriculture: NYT

Dr. Singh, a wheat breeder, grabbed seed heads that should have been plump with the staff of life. His practiced fingers found empty husks.

“You’re not going to feed the people with that,” he said.

But then, over in Plot 88, his eyes settled on a healthier plant, one that had managed to thrive in spite of the drought, producing plump kernels of wheat. “This is beautiful!” he shouted as wheat beards rustled in the wind.

Hope in a stalk of grain: It is a hope the world needs these days, for the great agricultural system that feeds the human race is in trouble.

The rapid growth in farm output that defined the late 20th century has slowed to the point that it is failing to keep up with the demand for food, driven by population increases and rising affluence in once-poor countries.

Consumption of the four staples that supply most human calories — wheat, rice, corn and soybeans — has outstripped production for much of the past decade, drawing once-large stockpiles down to worrisome levels. The imbalance between supply and demand has resulted in two huge spikes in international grain prices since 2007, with some grains more than doubling in cost.

Those price jumps, though felt only moderately in the West, have worsened hunger for tens of millions of poor people, destabilizing politics in scores of countries, from Mexico to Uzbekistan to Yemen. The Haitian government was ousted in 2008 amid food riots, and anger over high prices has played a role in the recent Arab uprisings.

Now, the latest scientific research suggests that a previously discounted factor is helping to destabilize the food system: climate change.

Many of the failed harvests of the past decade were a consequence of weather disasters, like floods in the United States, drought in Australia and blistering heat waves in Europe and Russia. Scientists believe some, though not all, of those events were caused or worsened by human-induced global warming.

Temperatures are rising rapidly during the growing season in some of the most important agricultural countries, and a paper published several weeks ago found that this had shaved several percentage points off potential yields, adding to the price gyrations.

For nearly two decades, scientists had predicted that climate change would be relatively manageable for agriculture, suggesting that even under worst-case assumptions, it would probably take until 2080 for food prices to double.

In part, they were counting on a counterintuitive ace in the hole: that rising carbon dioxide levels, the primary contributor to global warming, would act as a powerful plant fertilizer and offset many of the ill effects of climate change.

Until a few years ago, these assumptions went largely unchallenged. But lately, the destabilization of the food system and the soaring prices have rattled many leading scientists.

“The success of agriculture has been astounding,” said Cynthia Rosenzweig, a researcher at NASA who helped pioneer the study of climate change and agriculture. “But I think there’s starting to be premonitions that it may not continue forever.”

A scramble is on to figure out whether climate science has been too sanguine about the risks. Some researchers, analyzing computer forecasts that are used to advise governments on future crop prospects, are pointing out what they consider to be gaping holes. These include a failure to consider the effects of extreme weather, like the floods and the heat waves that are increasing as the earth warms.

A rising unease about the future of the world’s food supply came through during interviews this year with more than 50 agricultural experts working in nine countries.

These experts say that in coming decades, farmers need to withstand whatever climate shocks come their way while roughly doubling the amount of food they produce to meet rising demand. And they need to do it while reducing the considerable environmental damage caused by the business of agriculture.

Agronomists emphasize that the situation is far from hopeless. Examples are already available, from the deserts of Mexico to the rice paddies of India, to show that it may be possible to make agriculture more productive and more resilient in the face of climate change. Farmers have achieved huge gains in output in the past, and rising prices are a powerful incentive to do so again.

But new crop varieties and new techniques are required, far beyond those available now, scientists said. Despite the urgent need, they added, promised financing has been slow to materialize, much of the necessary work has yet to begin and, once it does, it is likely to take decades to bear results.

“There’s just such a tremendous disconnect, with people not understanding the highly dangerous situation we are in,” said Marianne Bänziger, deputy chief of the International Maize and Wheat Improvement Center, a leading research institute in Mexico.

A wheat physiologist at the center, Matthew Reynolds, fretted over the potential consequences of not attacking the problem vigorously.

“What a horrible world it will be if food really becomes short from one year to the next,” he said. “What will that do to society?”

‘The World Is Talking’

Sitting with a group of his fellow wheat farmers, Francisco Javier Ramos Bours voiced a suspicion. Water shortages had already arrived in recent years for growers in his region, the Yaqui Valley, which sits in the Sonoran Desert of northwestern Mexico. In his view, global climate change could well be responsible.

“All the world is talking about it,” Mr. Ramos said as the other farmers nodded.

Farmers everywhere face rising difficulties: water shortages as well as flash floods. Their crops are afflicted by emerging pests and diseases and by blasts of heat beyond anything they remember.

In a recent interview on the far side of the world, in northeastern India, a rice farmer named Ram Khatri Yadav offered his own complaint about the changing climate. “It will not rain in the rainy season, but it will rain in the nonrainy season,” he said. “The cold season is also shrinking.”

Decades ago, the wheat farmers in the Yaqui Valley of Mexico were the vanguard of a broad development in agriculture called the Green Revolution, which used improved crop varieties and more intensive farming methods to raise food production across much of the developing world.

When Norman E. Borlaug, a young American agronomist, began working here in the 1940s under the sponsorship of the Rockefeller Foundation, the Yaqui Valley farmers embraced him. His successes as a breeder helped farmers raise Mexico’s wheat output sixfold.

In the 1960s, Dr. Borlaug spread his approach to India and Pakistan, where mass starvation was feared. Output soared there, too.

Other countries joined the Green Revolution, and food production outstripped population growth through the latter half of the 20th century. Dr. Borlaug became the only agronomist ever to win the Nobel Peace Prize, in 1970, for helping to “provide bread for a hungry world.”

As he accepted the prize in Oslo, he issued a stern warning. “We may be at high tide now,” he said, “but ebb tide could soon set in if we become complacent and relax our efforts.”

As output rose, staple grains — which feed people directly or are used to produce meat, eggs, dairy products and farmed fish — became cheaper and cheaper. Poverty still prevented many people in poor countries from buying enough food, but over all, the percentage of hungry people in the world shrank.

By the late 1980s, food production seemed under control. Governments and foundations began to cut back on agricultural research, or to redirect money into the problems created by intensive farming, like environmental damage. Over a 20-year period, Western aid for agricultural development in poor countries fell by almost half, with some of the world’s most important research centers suffering mass layoffs.

Just as Dr. Borlaug had predicted, the consequences of this loss of focus began to show up in the world’s food system toward the end of the century. Output continued to rise, but because fewer innovations were reaching farmers, the growth rate slowed.

That lull occurred just as food and feed demand was starting to take off, thanks in part to rising affluence across much of Asia. Millions of people added meat and dairy products to their diets, requiring considerable grain to produce. Other factors contributed to demand, including a policy of converting much of the American corn crop into ethanol.

And erratic weather began eating into yields. A 2003 heat wave in Europe that some researchers believe was worsened by human-induced global warming slashed agricultural output in some countries by as much as 30 percent. A long drought in Australia, also possibly linked to climate change, cut wheat and rice production.

In 2007 and 2008, with grain stockpiles low, prices doubled and in some cases tripled. Whole countries began hoarding food, and panic buying ensued in some markets, notably for rice. Food riots broke out in more than 30 countries.

Farmers responded to the high prices by planting as much as possible, and healthy harvests in 2008 and 2009 helped rebuild stocks, to a degree. That factor, plus the global recession, drove prices down in 2009. But by last year, more weather-related harvest failures sent them soaring again. This year, rice supplies are adequate, but with bad weather threatening the wheat and corn crops in some areas, markets remain jittery.

Experts are starting to fear that the era of cheap food may be over. “Our mindset was surpluses,” said Dan Glickman, a former United States secretary of agriculture. “That has just changed overnight.”

 Forty years ago, a third of the population in the developing world was undernourished. By the tail end of the Green Revolution, in the mid-1990s, the share had fallen below 20 percent, and the absolute number of hungry people dipped below 800  million for the first time in modern history. 

But the recent price spikes have helped  cause the largest increases in world hunger in decades. The Food and Agriculture Organization of the United Nations estimated the number of hungry people at 925 million last year, and the number is expected to be higher when a fresh estimate is completed this year. The World Bank says the figure could be as high as 940 million.

Dr. Borlaug’s latest successor at the corn and wheat institute, Hans-Joachim Braun, recently outlined the challenges facing the world’s farmers. On top of the weather disasters, he said, booming cities are chewing up agricultural land and competing with farmers for water. In some of the world’s breadbaskets, farmers have achieved high output only by pumping groundwater much faster than nature can replenish it.

“This is in no way sustainable,” Dr. Braun said.

The farmers of the Yaqui Valley grow their wheat in a near-desert, relying on irrigation. Their water comes by aqueduct from nearby mountains, but for parts of the past decade, rainfall was below normal. Scientists do not know if this has been a consequence of climate change, but Northern Mexico falls squarely within a global belt that is expected to dry further because of human emissions of greenhouse gases.

Dr. Braun is leading efforts to tackle problems of this sort with new wheat varieties that would be able to withstand many kinds of stress, including scant water. Descendants of the plant that one of his breeders, Dr. Singh, found in a wheat field one recent day might eventually wind up in farmers’ fields the world over.

But budgets for this kind of research remain exceedingly tight, frustrating agronomists who feel that the problems are growing more urgent by the year.

“There are biological limitations on how fast we can do this work,” Dr. Braun said. “If we don’t get started now, we are going to be in serious trouble.”

Shaken Assumptions

For decades, scientists believed that the human dependence on fossil fuels, for all the problems it was expected to cause, would offer one enormous benefit.

Carbon dioxide, the main gas released by combustion, is also the primary fuel for the growth of plants. They draw it out of the air and, using the energy from sunlight, convert the carbon into energy-dense compounds like glucose. All human and animal life runs on these compounds.

Humans have already raised the level of carbon dioxide in the atmosphere by 40 percent since the Industrial Revolution, and are on course to double or triple it over the coming century. Studies have long suggested that the extra gas would supercharge the world’s food crops, and might be especially helpful in years when the weather is difficult.

But many of those studies were done in artificial conditions, like greenhouses or special growth chambers. For the past decade, scientists at the University of Illinois have been putting the “CO2 fertilization effect” to a real-world test in the two most important crops grown in the United States.

They started by planting soybeans in a field, then sprayed extra carbon dioxide from a giant tank. Based on the earlier research, they hoped the gas might bump yields as much as 30 percent under optimal growing conditions.

But when they harvested their soybeans, they got a rude surprise: the bump was only half as large. “When we measured the yields, it was like, wait a minute — this is not what we expected,” said Elizabeth A. Ainsworth, a Department of Agriculture researcher who played a leading role in the work.

When they grew the soybeans in the sort of conditions expected to prevail in a future climate, with high temperatures or low water, the extra carbon dioxide could not fully offset the yield decline caused by those factors.

They also ran tests using corn, America’s single most valuable crop and the basis for its meat production and its biofuel industry. While that crop was already known to be less responsive to carbon dioxide, a yield bump was still expected — especially during droughts. The Illinois researchers got no bump.

Their work has contributed to a broader body of research suggesting that extra carbon dioxide does act as plant fertilizer, but that the benefits are less than previously believed — and probably less than needed to avert food shortages. “One of the things that we’re starting to believe is that the positives of CO2 are unlikely to outweigh the negatives of the other factors,” said Andrew D. B. Leakey, another of the Illinois researchers.

Other recent evidence suggests that longstanding assumptions about food production on a warming planet may have been too optimistic.

Two economists, Wolfram Schlenker of Columbia University and Michael J. Roberts of North Carolina State University, have pioneered ways to compare crop yields and natural temperature variability at a fine scale. Their work shows that when crops are subjected to temperatures above a certain threshold — about 84 degrees for corn and 86 degrees for soybeans — yields fall sharply.

This line of research suggests that in the type of climate predicted for the United States by the end of the century, with more scorching days in the growing season, yields of today’s crop varieties could fall by 30 percent or more.

Though it has not yet happened in the United States, many important agricultural countries are already warming rapidly in the growing season, with average increases of several degrees. A few weeks ago, David B. Lobell of Stanford University published a paper with Dr. Schlenker suggesting that temperature increases in France, Russia, China and other countries were suppressing crop yields, adding to the pressures on the food system.

“I think there’s been an under-recognition of just how sensitive crops are to heat, and how fast heat exposure is increasing,” Dr. Lobell said.

Such research has provoked controversy. The findings go somewhat beyond those of a 2007 report by the Intergovernmental Panel on Climate Change, the United Nations body that episodically reviews climate science and advises governments.

That report found that while climate change was likely to pose severe challenges for agriculture in the tropics, it would probably be beneficial in some of the chillier regions of the Northern Hemisphere, and that the carbon dioxide effect should offset many problems.

In an interview at the University of Illinois, one of the leading scientists behind the work there, Stephen P. Long, sharply criticized the 2007 report, saying it had failed to sound a sufficient alarm. “I felt it needed to be much more honest in saying this is our best guess at the moment, but there are probably huge errors in there,” Dr. Long said. “We’re talking about the future food supply of the world.”

William E. Easterling, dean of earth sciences at Pennsylvania State University and a primary author of the 2007 report, said in an interview that the recent research had slightly altered his perspective. “We have probably to some extent overestimated” the benefits of carbon dioxide in computerized crop forecasts, he said. But he added that applying a “correction factor” would probably take care of the problem, and he doubted that the estimates in the report would change drastically as a result.

The 2007 report did point out a hole in the existing body of research: most forecasts had failed to consider several factors that could conceivably produce nasty surprises, like a projected rise in extreme weather events. No sooner had the report been published than food prices began rising, partly because of crop failures caused by just such extremes.

Oxfam, the international relief group, projected recently that food prices would more than double by 2030 from today’s high levels, with climate change responsible for perhaps half the increase. As worries like that proliferate, some scientists are ready to go back to the drawing board regarding agriculture and climate change.

Dr. Rosenzweig, the NASA climate scientist, played a leading role in forming the old consensus. But in an interview at her office in Manhattan, she ticked off recent stresses on the food system and said they had led her to take a fresh look.

She is pulling together a global consortium of researchers whose goal will be to produce more detailed and realistic computer forecasts; she won high-level endorsement for the project at a recent meeting between British and United States officials. “We absolutely have to get the science lined up to provide these answers,” Dr. Rosenzweig said.

Promises Unkept

At the end of a dirt road in northeastern India, nestled between two streams, lies the remote village of Samhauta. Anand Kumar Singh, a farmer there, recently related a story that he could scarcely believe himself.

Last June, he planted 10 acres of a new variety of rice. On Aug. 23, the area was struck by a severe flood that submerged his field for 10 days. In years past, such a flood would have destroyed his crop. But the new variety sprang back to life, yielding a robust harvest.

“That was a miracle,” Mr. Singh said.

The miracle was the product not of divine intervention but of technology — an illustration of how far scientists may be able to go in helping farmers adapt to the problems that bedevil them.

“It’s the best example in agriculture,” said Julia Bailey-Serres, a researcher at the University of California, Riverside, who has done genetic work on the rice variety that Mr. Singh used. “The submergence-tolerant rice essentially sits and waits out the flood.”

In the heyday of the Green Revolution, the 1960s, leaders like Dr. Borlaug founded an international network of research centers to focus on the world’s major crops. The corn and wheat center in Mexico is one. The new rice variety that is exciting farmers in India is the product of another, the International Rice Research Institute in the Philippines.

Leading researchers say it is possible to create crop varieties that are more resistant to drought and flooding and that respond especially well to rising carbon dioxide. The scientists are less certain that crops can be made to withstand withering heat, though genetic engineering may eventually do the trick.

The flood-tolerant rice was created from an old strain grown in a small area of India, but decades of work were required to improve it. Money was so tight that even after the rice had been proven to survive floods for twice as long as previous varieties, distribution to farmers was not assured. Then an American charity, the Bill & Melinda Gates Foundation, stepped in with a $20 million grant to finance final development and distribution of the rice in India and other countries. It may get into a million farmers’ hands this year.

The Gateses, widely known for their work in public health, have also become leading backers of agricultural projects in recent years. “I’m an optimist,” Mr. Gates said in an interview. “I think we can get crops that will mitigate many of our problems.”

The Gates Foundation has awarded $1.7 billion for agricultural projects since 2006, but even a charity as large as it is cannot solve humanity’s food problems on its own. Governments have recognized that far more effort is needed on their part, but they have been slow to deliver.

In 2008 and 2009, in the midst of the political crises set off by food prices, the world’s governments outbid one another to offer support. At a conference in L’Aquila, Italy, they pledged about $22 billion for agricultural development.

It later turned out, however, that no more than half of that was new money not previously committed to agriculture, and two years later, the extra financing has not fully materialized. “It’s a disappointment,” Mr. Gates said.

The Obama administration has won high marks from antihunger advocates for focusing on the issue. President Obama pledged $3.5 billion at L’Aquila, more than any other country, and the United States has begun an ambitious initiative called Feed the Future to support agricultural development in 20 of the neediest countries.

So far, the administration has won $1.9 billion from Congress. Amid the budget struggles in Washington, it remains to be seen whether the United States will fully honor its pledge.

Perhaps the most hopeful sign nowadays is that poor countries themselves are starting to invest in agriculture in a serious way, as many did not do in the years when food was cheap.

In Africa, largely bypassed by the Green Revolution but with enormous potential, a dozen countries are on the verge of fulfilling a promise to devote 10 percent of their budgets to farm development, up from 5 percent or less.

“In my country, every penny counts,” Agnes Kalibata, the agriculture minister of Rwanda, said in an interview. With difficulty, Rwanda has met the 10 percent pledge, and she cited a terracing project in the country’s highlands that has raised potato yields by 600 percent for some farmers.

Yet the leading agricultural experts say that poor countries cannot solve the problems by themselves. The United Nations recently projected that global population would hit 10 billion by the end of the century, 3 billion more than today. Coupled with the demand for diets richer in protein, the projections mean that food production may need to double by later in the century.

Unlike in the past, that demand must somehow be met on a planet where little new land is available for farming, where water supplies are tightening, where the temperature is rising, where the weather has become erratic and where the food system is already showing serious signs of instability.

“We’ve doubled the world’s food production several times before in history, and now we have to do it one more time,” said Jonathan A. Foley, a researcher at the University of Minnesota. “The last doubling is the hardest. It is possible, but it’s not going to be easy.”

Advice to China

TO: President Hu Jintao

SUBJECT: The Arab Spring

Dear President Hu: You asked for our assessment of the Arab Spring. Our conclusion is that the revolutions in the Arab world contain some important lessons for the rule of the Chinese Communist Party, because what this contagion reveals is something very new about of how revolutions unfold in the 21st century and something very old about why they explode.

Let’s start with the new. Sometime around the year 2000, the world achieved a very high level of connectivity, virtually flattening the global economic playing field. This web of connectivity was built on the diffusion of personal computers, fiber-optic cable, the Internet and Web servers. What this platform did was to make Boston and Beijing or Detroit and Damascus next-door neighbors. It brought some two billion people into a global conversation.

Well, sir, while we were focused on the U.S. recession, we went from a connected world to a “hyperconnected world.” It has connected Boston, Beijing and now Baotou in inner Mongolia. This deeper penetration of connectivity is built on smarter cellphones, wireless bandwidth and social networks. This new platform for connectivity, being so cheap and mobile, is bringing another two billion people into the conversation from more and more remote areas.

To put it in Middle Eastern terms, sir, this new platform has connected Detroit and Damascus and Dara’a. Where is Dara’a, you ask? Dara’a is the small Syrian border town where the uprising in Syria began and whose residents have been pumping out video, Twitter feeds and Facebook postings of regime atrocities ever since.

The point, sir, is the world is now hyperconnected, and there is no such thing as “local” anymore. Everything now flows instantly from the most remote corners of any country onto this global platform where it gets shared. What the laptop plus the Internet plus the search engine did for Web pages was enable anyone with connectivity to find anything that interests them and what the cellphone plus the Internet plus Facebook are doing is enabling anyone to find anyone who interests them — and then coordinate with them and share grievances and aspirations.

The days when Arab dictators could take over the state-run TV and radio and shut off all information to their people are over. The Syrians can’t shut off their cellphone networks now any more than they can shut off their electricity grids.

Sir, think about this: Syria has banned all foreign networks, like CNN and the BBC, but if you go to YouTube and type in “Dara’a” you will see the most vivid up-to-date video of the Syrian regime’s crackdown — all shot with cellphones or flip-cams by Syrians and then uploaded to YouTube or to newly created Web sites like Sham News Network. Nothing stays hidden anymore.

The second trend we see in the Arab Spring is a manifestation of “Carlson’s Law,” posited by Curtis Carlson, the C.E.O. of SRI International, in Silicon Valley, which states that: “In a world where so many people now have access to education and cheap tools of innovation, innovation that happens from the bottom up tends to be chaotic but smart. Innovation that happens from the top down tends to be orderly but dumb.” As a result, says Carlson, the sweet spot for innovation today is “moving down,” closer to the people, not up, because all the people together are smarter than anyone alone and all the people now have the tools to invent and collaborate.

But this is not about technology alone. As the Russian historian Leon Aron has noted, the Arab uprisings closely resemble the Russian democratic revolution of 1991 in one key respect: They were both not so much about freedom or food as about “dignity.” They each grew out of a deep desire by people to run their own lives and to be treated as “citizens” — with both obligations and rights that the state cannot just give and take by whim.

If you want to know what brings about revolutions, it is not G.D.P. rising or falling, says Aron, “it is the quest for dignity.” We always exaggerate people’s quest for G.D.P. and undervalue their quest for ideals. “Dignity before bread” was the slogan of the Tunisian revolution. “The spark that lights the fuse is always the quest for dignity,” said Aron. “Today’s technology just makes the fire much more difficult to put out.”

We need to keep that in mind in China, sir. We should be proud of the rising standard of living that we have delivered for our people. Many of them appreciate that. But it is not the only thing in their lives — and at some point it won’t be the most important thing. Do you see what I mean, sir?

It is the real story of Espuelas de Oro (Golden Spurs), bodyguard of Rey Lopitos, Acapulco's gang leader during my uncle's tenure as Guerrero State Security Chief. Rey Lopitos son, Alberto López Rosas, is the present Attorney General of Guerrero.

A film is in the making, by Rene Cardona III, who also directed "Un Mexicano Más", by Guerrero state Juan Sánchez Andraka.

Most of my readers don't follow Guerrero's cultural scene, unfortunately for them Guerrero is, Acapulco-Taxco-Zihuatanejo, but I am not much into tourism, sorry.

My intention here is to go from the local to the global.

Golden Spurs was a killer, and Rey Lopitos was a powerful man in Acapulco. They joined forces. There are many Golden Spurs all over the world. I just read that Ali Tarhouni, does not want mercenaries in his movement. I believe Barack Obama, does not have those qualms. He is just a pretty black face.

If Obama was for real, he'll fly to Libya and joined Ali Tarhouni, and to El Paso, and joined Javier Sicilia. I am positive he won't  do neither. Most of us are as spineless as the POUS, but at least we don't pretend to be in charge.

For good measure, if anybody in the White House is reading this: hey guys, go help Manuel Zelaya in Honduras, and Jean Bertrand Aristide in Haiti.

Just saying.

At least watch Amy Goodman, in Democracy Now! She was in the plane home with those brave men and their families.

Stopped in Iguala

My students were with me in a car, one of them was driving. Police stopped us and asked us for identification, I told them they were my students. They asked for IDs, they saw mine and theirs, and let us go.

We were never threatened: I don't like this; I'm getting ready to leave.
