You can read below in a NYT piece, how Ernesto Zedillo, Vicente Fox, and now Felipe Calderón, have tried to clean up house to fight crime.
If you are not Mexican, very likely you don't understand why they did not succeed; I have more of a clue; the whole system is based on lies. Two years ago Andrés Manuel López Obrador (AMLO) won the election for President, and Felipe Calderón stole it. Of course his government can be infiltrated by gangsters, he is one.
I trust AMLO.
