You were not supposed to see this picture. You were supposed to read the New York Times (NYT) pamphlet, which very likely somebody wrote for Enrique Peña Nieto, definitely somebody translated it for him, he has read very few books in his life.
He is not the President Elect of Mexico, as the foot of the article indicates, because this election is being contested, by the man in the microphone you see in this picture. This man's name is Andrés Manuel López Obrador, or AMLO for short. The reason you were not supposed to see this picture, is because the press conference in the Hilton Hotel of Mexico City, was hacked by government operatives. Nevertheless AMLO has many friends who made sure, that you see the picture, and PROVE that he actually won the election, not the pamphleteer who posted on the NYT today.
The answer to the question I pose in the title of this note is: Whoever has the technical expertise to make information reach you.
