Signals and Decisions

I am reading Sean Carroll's book, From Eternity to Here. I woke up late today, in slumber I had this thought.

The number of possibilities makes it impossible to understand the past unless we make a Past Hypothesis. The past was simpler than the present, we know which way time goes forward because Entropy increases that way, this is the so-called arrow of time. My idea then is: To know how Kucinich will vote on the Health Bill, I have to follow the news. The number of circumstances that will make him vote one way or the other is staggering. It is impossible to know the past without a Past Hypothesis, and to have some prediction of the future we need a decision machine.

Nevertheless we are signal processing machines, we have a Theory of Mind, we have a a strong ability for expectations on people's actions, we may dedicate most of our time, sleep or awake, analyzing signals, so we can make decisions. We are decision making machines.
