These figures are from the White House. The Mexican paper La Jornada reports:

Pide Obama 310 mdd para México del plan Mérida

Obama asks for 310 md for Mexico's Merida plan.

From the global figure the White house just published it is going to increase overall, i.e. for all countries, from 2009 to 2010, but then it will go down, which is the 310 figure.

I would've preferred NASA in Mexico, than fighting drug lords. This is not nice.

This is bad news. Today I lost 400 dollars, and now Obama says NASA drop dead, we are busy fighting crime, and the Taliban.

Bummer.
